These are the previous stages in the production of the new Local Plan.

Inspector’s Report

The Inspector’s Report was received on 15 April 2019. It concluded that with modifications, the Local Plan for the Broads is sound. Read the schedule of main modifications. The Authority completed a Habitats Regulation Assessment and Sustainability Appraisal of the Report.

Examination of the Local Plan

The Local Plan for the Broads was submitted for examination on 19 March 2018.

The Planning Inspector appointed to examine the Local Plan for the Broads was Ms Katie Child BSc (Hons) MA MRTPI. Her task was to examine the soundness of the Plan and whether it met the requirements of the Planning and Compulsory Purchase Act 2004 and associated regulations.

About the consultation

This was the second stage of the Local Plan production process, where we introduced our draft policies. The consultation ran from 5 December 2016 to 3 February 2017.  The consultation period covered 9 weeks as it included the Christmas period. These are the links to the main consultation documents:

About the consultation

The first stage of the Local Plan production process was called the Issues and Options. During this period we looked at issues affecting the Broads and potential options to address them through spatial planning policy.

Accompanying the Issues and Options was an interim Sustainability Appraisal. The Planning and Compulsory Purchase Act 2004 requires this type of analysis to be undertaken for documents such as Local Plans. It helps us to assess how the plan will contribute to the achievement of sustainable development.

The consultation period ran from 15 February to 4pm on 8 April 2016.

Sustainability Appraisal Scoping Report

The scoping report forms the starting point for a process of sustainability appraisal which guides the evolution and assessment of the Broads Local Plan. A key aim of the scoping procedure is to help ensure the sustainability appraisal process is proportionate and relevant to the local plan being assessed.

The SA Scoping Report was consulted on between October 2014 and 14 November 2014 with the following organisations, as required by legislation.

  • English Heritage
  • Natural England
  • Environment Agency

In the spirit of Duty to Cooperate, the constituent district and county councils have also been consulted:

  • Norfolk County Council
  • Suffolk County Council
  • North Norfolk District Council
  • Waveney District Council
  • Great Yarmouth Borough Council
  • Norwich City Council
  • South Norfolk District Council
  • Broadland District Council

The Authority also consulted the RSPB, New Anglia, Wild Anglia and Marine Management Organisation to ascertain their views.

Comments received during the consultation and our responses

The Sustainability Appraisal (SA) was initially scoped in November 2014.

After using the SA Objectives at the first stage of producing the Local Plan and also using them in relation to assessing flood risk, it has become apparent that two of the SA Objectives could be improved to be clearer in their wording as well as more consistent with the NPPF. In particular, SOC6 as worded could only be applied to the provision of new services rather than assessing the location of a site and its accessibility to existing services.

A focused consultation was undertaken with the organisations as listed above, for four weeks and ended on 27 June 2016.

Planning Committee discussed the responses received and agreed to amend the SA Objectives as per the proposal. The List of SA Objectives can be found in the Sustainability Appraisal Framework.
